Run into an Extreme4LY annoying issue with this BRAND NEW Asrock z390 Extreme4 board which arrived today (bought from scan uk),Previously owned a Asus Z370 Prime-A and decided to future proof slightly for a few quid to a new 'higher' end z390 extreme4.With this i've swapped my TridentZ 4266mhz DDR4 (2x8GB), 8600k and RTX 2080 into it.This board REFUSES to post any RAM speeds over 2800mhz.
What's your VCCIO and SA?You said you adjusted them, but to what?If I recall correctly, my Z370 Extreme4 needed a fair ol' whack of both VCCIO and VCCSA to boot at the higher speeds. Try 1.2v for both and see how you fair.Finally it may be worth setting everything to default and 'auto' and then trying to boot into higher speeds. Make sure you fix the VCCSA AND IO to 1.2v at least though.Let us know!EDIT: also for some reason, Asrock boards relax a lot of the secondary timings to make things work, so that may be an avenue to take too. I have absolutely the same issue with my ASRock Z390 Taichi Ultimate. I have Corsair 64Gb (4. 16) 3200Mhz RAM. When I use 2 DIMMs, I'm able to run it up to 3600 Mhz on A2 and B2 slots, using XMP without any manual adjustments.
Once I install all 4 sticks, it is only able to run memory on 2933 Mhz. I can't get memory work on higher speed.

Finally, I'm giving away this motherboard to my brother. He is going to use only 2 slots. I ordered Asus Z390 ROG Maximus XI Hero. It's arriving tomorrow 2019-03-20. I'll keep you posted if it's interesting.p.s.
It was a replacement of the mobo. The same mobo (ASRock Z390 Taichi Ultimate) which I had first had another issue. Memory slot #3 didn't want to run memory higher than 2133 Mhz. It was so difficult to prove that to support. But finally they replaced it.
But, 2nd, replaced mobo can't run higher than 2933..
